World Bank Approves US$258 Million for Abidjan-Lagos Transport Corridor

WASHINGTON, March 23, 2010― The Board of Directors of the World Bank today approved allocation of US$228 million for the first phase of the Abidjan-Lagos Trade and Transport Facilitation Program. The project will help overhaul the main transport artery stretching along the West Africa coast from Abidjan to Lagos, and the customs and immigration posts and systems located on it. This regional operation will help improve the movement of people and facilitate trade between the five countries served by corridor―Côte d’Ivoire, Ghana, Togo, Benin and Nigeria.

The 998.8 km coastal corridor links some of the largest and economically most dynamic capitals in Africa (Abidjan, Accra, Lomé, Cotonou and Lagos), and serves a population of over 35 million people. Several segments of the corridor account for the highest traffic in West and Central Africa, with up to 10,000 people and several thousand vehicles crossing borders each day.

The potential of the corridor to become a catalyst for economic growth and regional integration in the sub-region is well documented, and it is the hope and aspiration of the governments of the five countries, with assistance from the World Bank, to harnesses this potential for socio-economic development.

The objective of the program is to reduce trade and transport barriers in the ports and on the roads along the Abidjan-Lagos coastal corridor. The program will be executed in two phases: the first phase, for an estimated cost of US$228 million, covers Ghana, Togo and Benin; while the second phase, for an estimated cost of US$89.5 million, covers Côte d’Ivoire and Nigeria.

The main performance indicators of this project will include: (i) port dwell time along the corridor; (ii) border crossing time along the corridor; (ii) number of road blocks; (iv) percentage of roads in good and fair condition; and (v) percentage of truckers familiar with the means of preventing HIV/AIDS.

“The project will help put in place more efficient trade and transport systems and enforce regional harmonized regulations in the sub-region,” said Anca Dumitrescu, World Bank Team Leader for the Project. To that end, a set of customs and border procedural reforms would be implemented along this coastal corridor. “The results will be measured and monitored closely to ensure that some of the main barriers hindering true and meaningful regional integration are minimized,” she added.

The project will entail five components: trade facilitation; improvement of the road corridor’s infrastructure; project management and coordination; HIV/AIDS programs; and corridor performance monitoring. Expected outcomes of the project include: (i) higher transport quality and lower transportation tariffs; (ii) decrease of transportation costs for trucking companies leading to an increase in competitiveness and, therefore, better quality of service; (iii) increase in trade expansion; (iv) reduction in transport time, leading to reduced transportation costs and increased transport supply; and (v) integration of local companies into global supply chains.

“If successful, the results can be scaled up at national and regional levels by member countries of the Economic Community of West African States (ECOWAS). This ‘corridor approach’ is proposed in recognition of the challenges pertaining to enforcement of ECOWAS rules and regulations,” noted Richard Scobey, Acting Director, Africa Regional Integration.

Improvement of corridor efficiency would impact exports as well as imports in the region. Increased import volumes would benefit local consumers - including local companies relying on foreign inputs - by increasing their consumer surplus. Increased export volume would benefit local producers by opening market opportunities.

1- Specialist in Planning

Profile and qualification:

- Be a holder of a university Degree or equivalent in Economics, Statistics, Social Sciences, Demography, Public Health, with a professional experience of at least 5 years in planning, M&E in the area of development
- Have good knowledge of computer software necessary to conduct the assigned tasks
- Have excellent study and evaluation reports writing skills
- Capacity to use various data to produce strategic information
- Have good experience in the development of strategic plans, action plans and budgeting and in proposal development
- Have prior experience in operational planning of HIV/AIDS activities
- Have in-depth knowledge of the problematic in project management, M&E and experience in developing planning technical tools
- Language aptitude: French and English
- Have team spirit and initiative
- Be able to work under pressure and in a multicultural environment
- Have prior experience with a development partner in particular the Global Fund to fight AIDS, Tuberculosis and Malaria
- Have good writing (scientific publication) and communication skills (written and spoken)

2- Data Manager

Profile and qualification:

- Be a holder of a university Degree or equivalent in Economics, Statistics, Demography, Public Health, Computer Science with a professional experience of at least 5 years in management of programmatic data and M&E
- Have a minimum of 5 years working experience in Monitoring and Evaluation, management of data and reporting of HIV/AIDS programs and projects
- Have sufficient knowledge of performance-based management mechanisms of the Global Fund to fight AIDS, Tuberculosis and Malaria, in particular the development quarterly reports, data quality control
- Have good knowledge in programming and creation of database
- Have knowledge of database management applications (DHIS2, ACCESS, WINDEV…)
- Have skills in the use of publication and presentation software (Publisher, PowerPoint…)
- Language aptitude: French and English
- Have team spirit and initiative

Profile and qualification:

- Be a specialist in the following areas: Statistics, Economy, Epidemiology, Social Sciences, Public Health or equivalent with a professional experience in M&E in the area of HIV/AIDS
- Have experience in planning and in the collection and management of data
- Have skills in the use of statistical software and database management system (knowledge of DHIS2 will be an advantage)
- Have good knowledge of the health system of the country especially the policy governing the AIDS response
- Show experience in collaboration with local and international partners including NGOs, Civil Society Organizations and the private sector involved in the fight against HIV/AIDS

INVITATION FOR EXPRESSION OF INTERET

1) The Abidjan-Lagos Corridor Organization (ALCO) has received a grant from the World Bank for the funding of IDF N° TF 092778 project and the Abidjan-Lagos Corridor Trade and Transport Facilitation Project (ALTTFP). The purpose of the project is to facilitate the free movement of people and goods along the corridor through the reduction of physical and non-physical barriers, increase the competitiveness of the ports and mitigate HIV/AIDS impact on transport and trade communities along the Abidjan-Lagos Corridor

2) ALCO Governing Board now invites eligible firms to express their interest for IDF financial audit (July 2010) and the first three years (2010-2012) of ALTTFP.

3) The objective of the audit is to express a professional opinion on the financial standing of the Project at the end of each fiscal year and to make sure that the resources made available to the Project are used for the purposes for which they were granted for the achievement of the Project development objective.

4) The consultants (design office, consulting firm or specialized companies) as well as interested and eligible groupings of international and national consultants, are invited to express their interest, by sending application form and by providing information indicating that they are qualified to carry out the above described services (booklets, references in similar contracts, experience under similar conditions, availability of the required qualifications…)
